This require template modification.
You need to change position type for top-bar section to 'fixed'.

This is a bug in the template - I have a support ticket in waiting for a fix.
The Sticky Top Bar wlll work as expected if you do not enable the High Contrast.

This is the culprit: In my file css\high_contrast.18.css, this rule is overriding css\template.18.css that has the correct rule (see below)
#jm-bar-wrapp{position: static !important}

Correct rule that is being overriden in css\template.18.css
#jm-bar-wrapp{position: fixed;}

Changing high_contrast.18.css to use fixed instead with an editor immediately fixes it, but it keeps re-appearing as I make template adjustments.
#jm-bar-wrapp{position: fixed !important}

The other problem, is that the next block is then permanently appearing BEHIND the TopBar and Header menu so is being cut off.
Unfortunately, I'm not crafty enough with this advanced CSS/Less to fix it, so have no choice but to wait for the fix :(

If found a workaround by adding these two rules to jm-education\less\custom.less
#jm-system-message {
    padding-top: 115px;
}
#jm-bar-wrapp {
    position: fixed !important;
}

So far, so good, but I hate template hacks...they always bite you somewhere else, lol

Hello,
I can say:
"It's not a bug it is a feature" :)

We believe that Sticky top-bar should not be used along with WCAG and High contrast mode.
Sticky top-bar my be confusing for people with disabilities, that is why we 'disabled' this option when High Contrast mode is enabled.

Anyway, your custom CSS (position and padding) should work fine but it's better to add padding to 'jm-allpage' instead 'jm-system-message'.
